Board Meeting call to order at 6:30 PM Board Members present, Darrell T. Davis, Ellie Fluck, Darrel Gillespie, Tom Slade, Emily Cruz Office Administrator, Ron Carpenter District Manager

President Davis called for the Allegiance and Invocation

Approve September 18th, 2024, Minutes- Motion to approve minutes made by Fluck, 2nd by Slade. Motion carried.

Additions or Corrections to Agenda – Motion to approve agenda made by Fluck, 2nd, by Gillespie. Motion carried.

Public Comment – None

Financial Report as of October 15th, 2024

Motion to approve financial report made by Fluck, 2nd, by Slade. Motion carried.

Operator’s Report – Things are operating well. Lift Station #7, Ron worked on the Antenna and ordered a new cable for it. Ron has done two taps and will be doing another three. Ron has been communicating with True Grit regarding the ongoing process of Base Camp Convenience Gas Station. They are looking on putting in a 6” tap. Base Camp will be installing a grease trap. Ron will go video Out-Door Depot, to be able to check the lines. Samples have been coming out fine. Our new CDPHE Permit came in and we have until October 2029 to have everything completed.

Continuing Business –

          Rio Grande RV & Resort and Connection Agreement- Ron received reports from their engineer. They want to put in a six-inch line and a restaurant as well. Approval from CDPHE will be needed. Electrical lines are being put in. Approval from the Railroad will also be needed.

            Sawmill Meadows Village/Work Force Housing- Nothing has been done yet, once they are rented out we will proceed with a two year warranty.

            Discussion on Plant Maintenance- Will proceed to discuss under New Business (CDPHE Permit).

            Hire a New Employee- Still looking– A young man from Pueblo in the apprenticeship program for CRW will be here Friday to speak with Ron. His name is Christian Lopez.

            Lazy Bear Cabins- The District will start billing at a single residence rate. They have started with lease renters.

            Peacock Meadow’s- Sold to South Fork Meadows LLC, they brought in four tiny homes. Will need to change four lots to residential lots and will need to pay the difference in tap fees. There will be no sub-dividing.

            Base Camp Convenience Gas Station- Waiting for a tap fee to be paid. The gas station is planning on putting in 11’ tanks. The state has 28 days to respond. They are working toward getting their turn in lanes done.

            Preliminary 2025 Budget – Reviewed worked on changes.

            Discuss an Increase in Commercial Property Rates- Tabled for more information. Considering a 10% increase on commercial property.

New Business – CDPHE Permit- Plant Maintenance new classifications and new CDPHE Permit has come in. New permit # COG591204 the permit covers how we discharge. We will have to report Arsenic, Iron, Copper, Lead, etc., our e-coli changes from 4,000 to 3,800 monthly. We may have to go back to putting chlorine in the system. Limit of 15 fail on ammonia, per liter. Ron will have to take a daily max & water temperature. Effluent needs to be measured in and out flow by 12-31-2024. PFAS tested one time before 2029. Ground water protection by 3-31-2025. Plan for lagoons completed by 3-31-2026. Lots of sampling and logging will need to be done.

Porch and Driveway Bid for the office- A Bid for Concrete Brothers for $20,000.00. SLV Builders bid was $16, 200.00. With the porch removed it would be $15,200.00. Motion made to give SLV Builders the contract for the porch and driveway made by Fluck, 2nd by Gillespie. Motion carried.
