Board Meeting called to order at 6:30 PM Board members present, Darrell T. Davis Tom Slade, Darrel Gillespie, Ellie Fluck, Rob Navara, Emily Cruz Office Administrator, Ron Carpenter District Manager

President Davis called for the Pledge of Allegiance and Invocation

Approve November 15th, 2023 Minutes- Motion made to approve Minutes made by Fluck, 2nd by Gillespie. Motion Carried.

Additions or Corrections to Agenda – Motion made to approve Agenda with addition of Beaver Mountain Estates added to New Business by Fluck, 2nd by Slade. Motion carried.

Public Comment – None

Financial Report as of December 5th, 2023

Motion to approve financial report made by Fluck, 2nd by Navara. Motion carried.

Operator’s Report – Everything is going good, input is low. Jetting got done before snow storm. Asphalt Constructors crew did come out and clean up the man holes. Ron will take CDL test tomorrow. Ron needs a driving test from a third party. Reports came back good from last month. Ron received a letter from CDPHE that he has to respond back to.

Continuing Business

           YTD 2023 Budget, 2024 Prelim Budget Review, System Development Budget- Motion to approve 2024 Budget made by Fluck, 2nd by Navara. Motion carried.

Rio Grande RV & Resort and Connection Agreement- Still waiting on final Rail Road agreement, then need to speak with CDOT, then the Town of South Fork after that. This will be tabled until further notice.

            Lift Station #2- $80- $100 thousand for the man hole plus $60-$70 thousand for the pump package. Should have final cost by January.

            Sawmill Villas/Work Force Housing- Sewer will go be put in April. Five roofs and buildings coming in this week.

New Business –

Tap Maint., Wolf Creek Park LLC- Ms. Darrow requested to turn the 10 taps into tap maintenance fees beginning the first of the year 2024. Motion made to approve provided we get proof the park is vacated and gated off. Motion made by Fluck, 2nd by Gillespie. Motion carried.

Beaver Mountain Estates- There is a potential customer up there that is land locked. This person spoke to Mr. Weaver and an Engineer. Mr. Weaver spoke to Ron about tapping into our system. It would have to be a two-compartment tank like a septic. Our system would be like a leech field for them. They would pay a tap fee. A 4-inch line would be put in with clean outs. When it hits our line then we are responsible. The engineer needs to get with an attorney and write a written agreement and have it recorded with the County Clerk and Recorder. Motion to approve by Fluck, 2nd by Gillespie. Motion carried.

Resolution 23-03 to Adopt a Budget- Fluck moved to approve Resolution 23-03 to Adopt Budget, 2nd by Slade. All say aye. 5 aye 0 nay. Motion carried

Resolution 23-04 to Appropriate Sums of Money- Fluck moved to approve Resolution 23-04 to Appropriate Sums of Money, 2nd by Gillespie. All say aye. 5 aye 0 nay. Motion carried.

Resolution 23-05 to Set Mill Levies- Fluck moved to approve Resolution 23-05 to Set Mill Levies, 2nd by Navara. All say aye. 5 aye 0 nay. Motion carried.

Resolution 23-06 Authorizing Certification of Delinquent Accounts- Fluck moved to approve Resolution 23-06 Authorizing Certification of Delinquent Accounts, 2nd by Slade. All say aye. 5 aye 0 nay. Motion carried.

Adjourned- Motion to Adjourn made by Slade, 2nd by Navara. Motion carried.
