Board Meeting call to order at 6:30 PM Board Members present, Darrell T. Davis, Ellie Fluck, Darrel Gillespie, Tom Slade, Emily Cruz Office Administrator, Ron Carpenter District Manager

President Davis called for the Allegiance and Invocation

Approve January 15th, 2025 Minutes- Motion to approve minutes made by Slade, 2nd by Gillespie. Motion carried.

Additions or Corrections to Agenda – Motion to approve agenda made by Fluck, 2nd by Slade. Motion carried.

Public Comment – None

Financial Report as of February 18th, 2025

Motion to approve financial report made by Fluck, 2nd by Gillespie. Motion carried.

Operator’s Report –There has been a lot of frozen sewer lines around the district. Our manhole on Landen Drive had a backup. Weaver’s Level Best was near there, so Ron had Logan ask them to Jett the line and clear it out. CDPHE sent us a letter to do better, since our samples were off in November and December. Ron will have to retake samples. Ron will have to take samples monthly, quarterly, and annually. Our quarterly Wet test needs to be taken. This test measures metals. These tests will have to be shipped to Seacrest lab in Louisville, CO. Ron will send PFAS test which measures micro plastics when he sends the Wet test.

Ron has been training Logan and had him read the e-mail from our engineer regarding updating the ponds. Ron and Logan will be going to the Colorado Rural Water Conference in March.

Continuing Business –

            Rio Grande RV & Resort and Connection Agreement – Rio Grande RV will be boring into our line tomorrow and cross our driveway with a 6” line. 149 Eatery Restaurant is going to be put into the park by this summer. They do have everything in place to start jetting lines and pressure test. The jetting cannot be done at this time, due to freezing temperatures.

            CDPHE Permit- Sampling will need to be done monthly, quarterly, and annually.

New Business –

WestWater Engineering Engagement Letter- Everything is standard along with the influent report. CDPHE does not understand how seasonal our area is and how South Fork community works. A letter will need to be sent to CDPHE regarding our area. The letter will also let CDPHE know we are working with our engineer regarding our permit. The rest of the letter explains our plans to line the lagoons as well as an estimated engineering cost of $268,000.00. Clean and line lagoon will need to be done on #1 and #2. A bar screen will need to be installed on lagoon #1. Make lagoon #3 larger. We need long-term planning regarding the lagoons. CDPHE will need the engagement letter by the end of March. Motion to approve Engagement Letter made by Fluck, 2nd , by Gillespie. Motion carried.

Sewer Line on Aspen Drive– There is Four Hundred and Ten feet of sewer line on Aspen Drive. We have two bad spots in the sewer line that are cracked. Ron spoke to our engineer, and he suggested replacing the whole line from manhole to manhole. We can work this into our plan. We will put in Y’s instead of saddles.
